Arsenal
Amazing... everyone's offering free internet access these days! Arsenal Football club is offering free connectivity at up to ISDN speeds, 5 email addresses (@arsenalfc.net) and 5MB of web space. Great for fans!

Bigwig
Another free internet provider; this one offers 15MB web space, 7 POP accounts with up to 1,000 aliases (well, that's what their docs said!), secure email and access to USENET newsgroups. You won't see any advertising banners: Bigwig supports itself by taking a cut of the (local call) phone rate. I might have been unlucky, but the site loaded at a snail's pace when I visited it!

Breathe.net
Breathe.net offers free internet services, from a free connection to 5 email addresses, 10MB of web space, newsgroup access and so forth. Access from 28.8kbps to ISDN speeds.

BTClickFree

A service set to become a major player in the world of free internet access in the UK. I have already received several positive reports about this company. Connect Free also offers online gaming services and various special telephone services to UK residents.

DabSol
Free internet service with unlimited email aliases and web hosting space, local call rates from anywhere in the UK.

Ecosse.net
@ecosse.net
Claiming to be Scotland's first free internet provider, Ecosse.net provides internet access at up to 128K ISDN speeds for the cost of a local call. You can also pick up a free POP3 email address. Includes free web hosting and a service whereby you can offer rebranded free internet access to your own site's visitors.

Exor
This UK-based free ISP offers free Internet access for the price of a standard 0845 number call. You get 3 free email accounts as well, and can use ISDN or analog modems for access. Exor does not put advertising on its service.

FreeBeeb
Seems everyone's into the free Internet access game in the UK, including the venerable BBC. Their offering is similar to many others: 20MB of free web space, unlimited email addresses and free Internet access except for the local call charge. Technical support calls will be charged at 60p per minute.

You also get 5 email addresses, 10 MB of web space and lots of trimmings.
